Introduction

Over the past 50 years digital technologies have changed our world while our methods of capturing and storing data have remained largely unchanged.

 

The number of data silos has grown exponentially. Like the stars, they are becoming infinite and inaccessible.

 

Releasing data from legacy silos will avoid losing centuries of expert knowledge through obsolescent systems.

 

New digital technologies enable past and present knowledge to be linked, shared, endlessly enhanced and repurposed for future generations.

While LOD technologies enrich knowledge in previously unimaginable ways they can also make inaccessible expert knowledge accessible to non-experts through automated links to familiar open online resources such as Wikipedia.

 

LOD gives societal relevance and global impact to authoritative academic research.

 

OxLOD is an altruistic not-for-profit Company Limited by Guarantee from Oxford University Innovation with a Board of internationally-known professors in the University’s Departments of Engineering Science and Computer Science.

 

In collaboration with renowned research institutions around the world OxLOD will develop Linked Open Data Hubs to transfer knowledge and build LOD capacity.

Today Linked Open Data content is predominantly American and European.

 

OxLOD will initially work with data from Asia, before returning to its established partnerships in the West.

 

China has the world’s oldest and best documented culture.

 

The first LOD Hub in Shanghai is already making Heritage data interoperable in ways that will enable models to be developed for other sectors.

Linked Open Data technologies use the free to download protocols and standards published by the World Wide Web Consortium

OxLOD advocates the use of Open Source Software, W3C protocols, and international standards for developed and developing countries in the spirit of the U.N.’s Sustainable Development Goal 17 – Partnerships. 

OxLOD’s collaborating institutions have the expertise to implement these technologies swiftly.

A world of knowledge endlessly enriched and repurposed through ongoing research in Linked Open Data technologies in Oxford and in OxLOD Hubs.

Despite phenomenal advances in digital technologies over the past fifty years and exponential growth most data remain siloed in obsolescent systems. OxLOD will change mind sets, transfer knowledge, and build capacity.

Collaborating institutions, with structured deep research data, will challenge existing digital technologies to become faster, more accurate, and more accessible to all. They will also create new human and digital networks across the Arts and Sciences.

LOD Hubs will show policy makers, data providers, and technical support teams the importance of implementing International Standards for data handling.

OxLOD Mission

OxLOD advocates, educates, and facilitates the adoption of Open Source Software, W3C protocols, and international standards.

 

OxLOD’s primary income stream is through education – consultancy in the commercial world. Additional income will flow from development of new tools to structure, enrich, and disseminate data.

 

OxLOD will promote academic research into Linked Open Data technologies in Engineering and Computer Sciences, awareness of the social, political, and economic benefits of opening, linking, and sharing data, and the inevitable loss of knowledge through obsolescent systems.

 

OxLOD will create a charitable Foundation to embed and disseminate results of its academic research for future generations.

Since LOD research and development has tended to be sector-specific OxLOD will apply its extensive experience with Heritage to development of replicable models for other sectors.

How will OxLOD develop Hubs?

• Share its well-established Linked Open Data methodologies.

• Consult with each institution to select sample data for assessment.

• Find the best approach for implementing the LOD enabling layer that sits on top of the institution’s existing digital infrastructures and does not affect original data.

• The institution retains and maintains data.

• The institution decides the data it wishes to open, link, and share.

• The Hub institutions establish guidelines for their regional rollouts.

Why pilot an LOD exchange with China?

  • China is a global economy with dynamic technology and the world’s oldest and best documented culture.
  • In 2017 OSCAR – the University of Oxford’s Centre for Advanced Research -opened in Suzhou.
  • In 2018 a successful OXLOD pilot highlighted Chinese cultural objects and texts in the University of Oxford’s collections.
  • In October 2019 OxLOD’s Founder established a Linked Open Data research group in Shanghai.
  • During 2020 she established OxLOD.
  • During 2021 the Shanghai research group began to work with other Chinese datasets.
  • In 2022 OxLOD’s Founder was invited to become a Visiting Professor in OSCAR.

A version of Microsoft Azure has been approved by the Chinese Government. This internationally known Cloud-based system is used by the University of Oxford.

 

Microsoft Azure is suitable for hosting a Linked Open Data pilot between China and the UK through OSCAR the University’s research centre in Suzhou.

 

OxLOD Hub institutions in Shanghai have the expertise in content, technology, and policy for a successful pilot that inspires others to adopt Linked Open Data technologies.
